What is Parent Hierarchy_ID?

Hierarchy file is used to generate the category facet. Our system processes this file to generate the hierarchy of the nested facets. This usually helps with categorizing the products under multiple headers.
Parent hierarchy id is the hierarchy id of another filter which is a broader filter than its child filter.
Example: If we need a hierarchy for Jackets and Coats to be this way:
